Mustafa Canlı was born on May 25, 1962 in Gümüşhane Yukarı Alıçlı Village. He completed his primary education in his own village, secondary and high school education in Gümüşhane. In 1978, he won the Electrical and Electronics Engineering Department of Karadeniz Technical University. He graduated in 1983 with the title of electrical engineer. In 1983, he started his public service as an electrical engineer at Trabzon TEK Northeast Anatolia Operation Group Directorate. In 1989, he was appointed as the Assistant Technical Manager of Gümüşhane TEK. He successfully carried out this duty until 1995. In 1995, he was appointed to Çorum TEDAŞ Facility Manager. He has been rewarded many times by the Governorship of Çorum and other organizations for his services during this duty. He served as the Chairman of the Financial Commission as well as the Board Member of Çorum Sports. He founded Tedaş Çorum power Sports Club and became the Chairman of the Board of Directors. He received a bachelor’s degree in business administration during the years he was working as a manager. He was elected Mayor of Gümüşhane from the Nationalist Movement Party in the elections of April 18, 1999. Between 1999-2004, he was the president of Gümüşhanespor club. In the elections held in 2009, he was again elected Mayor of Gümüşhane from the Nationalist Movement Party for the third time. Mustafa Canlı was a candidate for İYİ Party Gümüşhane Mayor in the local elections on March 31, 2019. Mustafa Canlı is married and has three children. He speaks English.
